Dear Neighbors,

Two years ago, I sought election to the Greenville City Council, pledging to listen and act on your concerns. You said you wanted a stronger voice in government, and that you wanted to protect our neighborhoods.

Since then, I have worked hard to address your concerns. I have attended neighborhood and community meetings, and worked closely with the Greenville Police Department, ECU Police and ECU campus officials to bring about changes.  I've hosted Town Hall meetings to give everyone a chance to express their thoughts -- and be heard.

It is vital to a democracy for the government to go to the people.  It was in this spirit that I arranged several meetings between senior city staff and our neighborhood leaders.  Out of these meetings came great ideas that changed city policy and improved life in our neighborhoods.

Together, we have achieved a lot.  We have seen improvements in neighborhood policing, and begun steps that will help preserve the quality of life in our neighborhoods, increase homeownership and raise expectations for landlord responsibilities.

It has been my privilege to work with many wonderful people throughout our city on the tough issues that we face. I have been proud to play a role in the following achievements:

  • Stepped up enforcement of neighborhood code violations
  • Improved security patrols downtown and in our neighborhoods
  • The creation of the community policing initiative, the IMPACT team
  • A better working relationship between the city and neighborhood associations
  • The creation of the new city position of Neighborhood Liaison
  • Enactment of Anti Clear-Cutting legislation to protect trees before land is developed

We've done a lot in two short years, but I’d like the chance to do more.  Over the next two years, I will continue to make sure our police officers have the resources they need to keep us safe. I will do all I can to strengthen cooperation between our residents and the police.  By working together can we effectively address crime.

When it comes to growth, we must make wise decisions. We can feel proud that new businesses and residents want to call Greenville home, but we must devote careful attention to how we grow. In making decisions about development I have kept faith with the principle of balanced growth, in harmony with the environment. Growth should benefit the whole city.

It has been an honor to serve you on the Greenville City Council.  With your support we can keep working to strengthen our community.  I am asking for your vote on November 6th.

Thank you,

Larry Spell
